The State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE) is the central executive body whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Energy, and which implements state policy in the field of efficient use of fuel and energy resources, energy saving, renewable energy sources and alternative fuels.
The SAEE together with 482.solutions and representatives from Ukrenergo, Ministry of Energy and Coal Mining, Office of the Ambassador of Renewable Energy, Ukrainian Association of Electric Vehicle Market Participants and many other specialized associations and organizations in Ukrainian Energy sector reviewed the possible conceptual and technological approach to implement Ukrainian national system of Guarantee of Origin (GO) based on Blockchain technology.
Chaired by the acting Kostiantyn GURA, Chairman of the State Energy Efficiency Agency of Ukraine, held the online meeting and discussion with the participation of key government organizations and associations of the Ukrainian energy industry.
Konstantin Gura drew attention to the need to create a national Ukrainian system of Guarantee of Origin, as provided by the EU Renewable Energy Directive (2009/28/EC) .
Directive 2009/28/EC is a European Union directive which mandates levels of renewable energy use within the European Union from 2009 to 2021.
This Directive establishes a common framework for the promotion of energy from renewable sources. A guarantee of origin is actually a confirmation of the use of "clean" energy. This is extremely important, for example, when manufacturing products for export to the EU countries, where a tax on imported carbon intensive products is planned. The aim of this regulation is the option to clearly verify the source of electricity.
During the meeting 482.solutions presented the concept of a decentralized digital ecosystem for Guarantees of Origin's lifecycle management. It was noted that the presented system fully complies with the recommendations of the EU "green" directives and provides an open, transparent, and secure process for the issuance and use of Guarantees of Origin for and renewable energy traceability at all stages of the supply and value chains.
Roman Kravchenko, CEO of 482.solutions, presented the topic “Principles of building an ecosystem for Guarantee of Origin management”. In presentation it was described efficient, and resilient Guarantee of Origin’s ecosystem and platform based on Electrodo - trust ecosystem for neo-energy traceability and trading.
“The implementation in Ukraine of an international standard of Energy Attribute Certificates (EACs) in the form of Guarantee of Origin is the first step towards creating seamless industrial supply chains for Ukrainian manufacturers. This creates the basis for the transformation of the Ukrainian economy and industry on the principles of sustainability and transparency and further integration into the Global Value Chain in Europe and Asia.”

In accordance with the Energy Strategy of Ukraine until 2035, adopted in 2017, the country plans to reach a renewable energy share of 25% by 2035.
It contributes to security, cost competitiveness and sustainability goals.
Energy efficiency measures are increasingly recognized as a means not only to achieve a sustainable energy supply, cut greenhouse gas emissions, improve security of supply and reduce import bills, but also to promote the EU’s competitiveness. Energy efficiency is therefore a strategic priority for the Energy Union.
Following the European Union and several European countries, three major Asian economies recently announced targets for reaching net-zero emissions: Japan and South Korea by 2050, and China by 2060.
The rapid growth of variable renewables around the world calls for increased policy attention to ensure they are securely and cost-effectively integrated into electricity systems.
